Greetings
and welcome to the Iowa Public Employment Relations Board
(PERB) web-site.
PERB is an executive branch agency created by the Iowa General
Assembly in 1974 to administer the Public Employment Relations
Act, Iowa Code chapter 20 which defines the collective bargaining
rights and duties of public employers and public employees
in Iowa. It is a neutral agency administered by a three-member
Board. Currently there are more than 1,170 certified bargaining
units in Iowa's public sector, encompassing employees of the
state, cities, counties, area education agencies, community
colleges, state universities, Iowa's school districts and
special purpose districts.

STAFFING CHANGES/RETIREMENTS
Sue Warner retired from her position as a board member
on June 24, 2010. Sue was a PERB administrative law judge
from 1980-1988, and served as a member of the Public Employment
Relations Board since 1988.
Jim McClimon retired from his position
as a PERB administrative law judge on May 28, 2010. Jim started
with PERB in May, 1975, and served as a board member from
1983 to 1988.
Barb Marchant retired from her position as administrative
secretary on May 28, 2010. Barb was with PERB since February,
1990.

TO CHAPTER 20
On April 26, 2010, Governor Culver signed HF2485, which makes
numerous changes in the Public Employment Relations Act, Iowa
Code chapter 20. The bill includes numerous technical and
corrective changes which PERB has sought for many years as
well as a number of changes advanced by other interested parties.
Perhaps the most significant substantive change is the elimination
of the factfinding step of impasse procedures for all parties.

NOTICE TO PARTIES REGARDING MEDIATIONS
Due to the budget cut for this fiscal year, all parties are
limited to one mediation session which shall not exceed five
hours. Thus, it is essential that parties are at impasse and
prepared for mediation at the time of their scheduled session.
