     * Legislative review

     * Review of scanner bids/potential action item

     * Approve court reporter for PERB Case No. 100788 - Wilkerson-Moore and State (DHS-Fiscal Management Division) 4/18/17

     * Show cause hearings, overdue annual reports - 1) Keokuk Police Officers Association, and 2) CWA 7175

     * Tybera proposal for recertification elections

     * Legal intern - Summer '17

V. Consider new and pending Cases  (Board may go into closed session pursuant to 

Iowa Code Sec. 21.5(1)(d),(f) if applicable)

MINUTES

Friday, March 3, 2017 10:04 a.m.

PERB Law Library

 

Present at meeting: Cormack, Van Fossen, Gannon, Bolte, Sarajlija, Lawrence

 

I. Gannon moved to approve the agenda, Van Fossen seconded; unanimously approved.

 

II. Gannon moved to approve the February 22, 2017 minutes, Van Fossen seconded; unanimously approved. 

 

III. Public Comment: None (no one present)

 

IV. Office status 

     * Reviewed Impasse ’17 with Bolte.

     * Discussed Legislative review.  PERB will monitor the water works bill.

     * Bolte suggested posting rules on the PERB website pertaining to payroll dues deduction since we are receiving a lot of calls regarding this topic.  Board supports posting to website.

     * Discussed approving conference calling system from ICN.  $2 monthly cost at $0.4/minutes.  Cormack motioned to sign up for the service and to allow usage.  Gannon seconded; unanimously approved.

     * Discussed purchase of computer monitors and speakers for member Gannon at the cost of up to $450.  Cormack motioned to approve, using Training and Technology funds, Van Fossen seconded; Gannon abstained.  Unanimously approved.

     * Luttrell provided a PERB monthly budget update.  At this time the agency is in good standing.  Will continue to monitor for further reductions from the legislature.

     * Discussed possibility of putting audio files from hearings on eFiling system; it is not possible.  Will continue to follow current protocol of downloading audio files onto CDs and store in filing cabinets.  Bolte will train Lawrence and Luttrell on how to download files to CDs.

     * Lawrence asked Board to consider purchase of HOVR for staff desks for a health benefit.  Board will discuss at a later date pending the budget standing before the end of the FY.  Cormack will contact IPI to see if they carry such products.
