MINUTES

Wednesday, March 15, 2017 10:04 a.m.

Present at meeting: Cormack, Van Fossen, Gannon, Bolte, Berry, DeSmet, Machir, Luttrell

 

I. Cormack moved to approve the agenda, Van Fossen seconded; unanimously approved.

 

II. Cormack moved to approve the March 3, 2017 minutes, Van Fossen seconded; unanimously approved. 

 

III. Public Comment: None (no one present)

 

IV. Office status 

     * Reviewed Impasse ’17. Bolte reported that we received the Interest Arbitration award for the State of Iowa-Board of Regents and U of I/COGS.  The report will go on our website tomorrow.

     * Discussed Legislative review.  REC noted the State will need an additional $131 million in reductions.  At this time, they plan to use the reserve funds. We will continue to monitor.

     * Review of the scanner bids.  The Board will review the bids and discuss at next meeting.

     * DeSmet asked for court reporter for Case No. 100788, Wilkerson-Moore and State (DHS-Fiscal Management Division) on April 18, 2017.  Gannon moved to approve court reporter, Van Fossen seconded, unanimously approved.

     * Van Fossen moved to approve Sarajlija’s request to set show cause hearings, overdue annual reports 1) Keokuk Police Officers Assn. and 2) CWA 7175, Gannon seconded, unanimously approved.

     * Tybera’s proposal for recertification elections at the cost of $18,000.00 has been deferred to next Board meeting pending additional information needed for annual Tybera expenses and additional OCIO storage expense.

     * Legal intern for Summer 2017 discussed.  The Board has requested the staff to submit to them, by the beginning of next week, a list of job duties that require legal work before deciding on what type of/if any intern is needed.

     * The Board will set a staff meeting for next week at which time the new annual report site will be reviewed by staff.

V. Consider new and pending Cases  (Board may go into closed session pursuant to 

Iowa Code Sec. 21.5(1)(d),(f) if applicable)

     * none

VI. New Business ( Board may go into closed session pursuant to Iowa Code Section21.5(1)(a),(i) if applicable)

     * Case No. 100818 – Chickasaw County. Board and Bolte discussed setting a hearing date.

VII.Next tentative meeting date is TBA in the Jessie Parker Building Ste. 1B, PERB Law Library.

VIII.Board recessed at 10:07 a.m.  Back in session at 11:57 a.m.  Adjourned at 12:41 p.m.
