PUBLIC EMPLOYMENT RELATIONS BOARD (PERB)
MINUTES
Friday, September 8, 2017 1:00 p.m.

Present at meeting: Cormack, Van Fossen, Gannon, Bolte, DeSmet, Sarajlija, Luttrell
Public: Jay Smith, Tom Hayes, Jim Smith
I. Gannon moved to approve the agenda with the day of the week updated to Friday, Van Fossen seconded; unanimously approved.
II. Gannon moved to approve the August 23, 2017 minutes, Van Fossen seconded; unanimously approved.
III. Public Comment: Jay Smith commented that September 19 deadline for public comment should be on our website. Public attendees commented on what a great job PERB staff is doing handling the elections.
IV. Office status
* Sarajlija discussed the Tybera notification upgrade and that it should cost less than $500.00 but is asking for authority to spend up to $1,000.00 as there may be additional fees associated with that work. Van Fossen moved to approve spending up to $1,000.00 for Tybera upgrade, Gannon seconded, the measure was unanimously approved, 3-0. Cormack is concerned with amount of this particular upgrade but approved since overall Tybera costs have been low over many years. Other board members agreed.
* Bolte discussed purchasing VPN tokens from OCIO for 3 staff members allowing them to work from remote locations while accessing our database. Cormack moved to purchase 3 tokens at the initial one time cost of $188.70 ($62.90 per token) and $53.10 per month ($17.70 each per month), Van Fossen seconded, noting the access will also help the agency meet requirements of our COOP/COG plan, unanimously approved 3-0.
* Recertification elections were discussed. 1) If no voter list is received, PERB will issue an Order of Recertification. 2) AFSCME filed a request for an extension for payment of fees for Des Moines Ind. CSD –Mixed; request granted. English Valleys requested an extension of payment of fees; request granted. 3) There are approximately 1284 voters for September. PERB received 13 of the 14 checks for the September elections. There are approximately 34, 500 voters for the October elections. Envelopes with checks need to be post marked by September 11 unless extension is granted.
