Employment History: 
Practicing attorney with experience representing unions and management clients in both the public and private sectors at various times since 1980. DISCLOSURE STATEMENT: I have been on the St. Louis Park City Council since March of 1991 and was appointed Mayor in April of 1999 when the person who had that position was elected to a County position. As Mayor, my actual power is no different than that of a council member. In fact it is somewhat less so in that I chair the regular meetings of the Council but cannot make or second motions. I do have a regular vote on items that come before us but do not have veto power. St. Louis Park is a charter city with a City Manager. As such, council members cannot get involved in the day-to-day management of the City. This prohibition includes negotiation or administration of the contracts we have with the unions and would also apply to any employment relations matters with regard to other employees. We do not, for example, sit as a veteran's preference panel or as a personnel commission. We have Police and Fire Civil Service commissions in the City but neither the council nor the Mayor are members of them. Nor does the council negotiate contracts and our interpretation of the charter is that we are not to become involved in any arbitrations or other disputes between the City and its various employees or employee groups. The Human Resources Director's office handles all of that or the league of Minnesota Cities Insurance Trust might if the matter involved a lawsuit of some type. The Council is a policy making body and would not be involved directly in those types of issues or disputes.
