III. Request to be heard: BU-0313, BU-1241, BU-0611, and BU-0602.

IV.    New Business (Board may go into closed session pursuant to Iowa Code 
        Section 21.5(1)(a),(i) if applicable)
V.    Adjourn.

STATE OF IOWA PUBLIC EMPLOYMENT RELATIONS BOARD (PERB) MINUTES Wednesday October 4, 2023 1:00 p.m. Jessie Parker Building PERB Law Library 
Present at meeting: Arnold, Steuterman, Lucas, Oetker, Kennedy, Smith, 
Russell (AFSCME), Copley (AFSCME), Swihart (AFSCME), Welker (Crawford 
Co.), Marquardt (ISEA), and Spurgetis (Waterloo Schools). 
I.  Public Comment (Citizens are allowed to speak on any agenda item  
or general operation of the agency with the exception of item (VI.)  
and any other pending cases. Members of the public are allowed a 2  
minute limit per speaker.)  
II.  Oetker called to order at 1:00 pm with both Board Members present.  
III.  Approval of 9/18/2023 meeting minutes, Oetker moved to approve,  
Lucas seconded, motion passes.  
IV.  Request to be heard: Welker spoke on behalf of BU-0313, BU-1241.  
V.  Request to be heard: Spurgetis spoke on behalf of BU-0609 and BU­ 
0602.  
VI.  Voter Eligibility List: Swihart spoke on behalf of AFSCME regarding  
BU-1162 to include 4 deputies in the voter eligibility.  
VII.  Voter Eligibility List: Russell spoke on behalf of AFSCME regarding  
BU-0969 to have 7 transit employees removed from the voter legibility  
list.  

VIII. Oetker moved to go into closed session pursuant to Section 21.5(1)(f). at 1:44 pm. 
IX. 
Oetker moved to come out of closed session at 1:53 pm, Lucas seconded, motion passes. 

X. 
BU-0602 and BU-0609, Oetker moved to Recertify and not report on the annual report, Lucas seconded, motion passes. 


XI. BU-1241 and BU-0313, Oetker moved to Recertify and not report on annual report, Lucas seconded, motion passes. 
XII. BU-1162, Lucas moved to include Deputies, Oetker seconded, motion passed. 
XIII. BU-0969: Lucas moved to remove the 7 transit employees from the voter eligibility list, Oetker seconded, motion passes. 
XIV. Adjourn at 2:00 pm
